Larry Steffes recently joined Fletcher & Sippel as Of Counsel. During a legal career spanning almost 40 years, Larry has represented private transportation companies, government agencies and labor organizations. His practice has covered regulatory, financial, contractual, commercial, insurance/risk, construction, procurement and general corporate issues primarily for clients in the transportation industry, including rail entities, public bus systems, private employee shuttles and taxis. Larry has mediated and arbitrated/litigated dozens of commercial, labor and employment, and personal injury claims and cases, including FELA matters; and advised on and settled various matters, including compliance issues, fines/penalties and consent decrees, before administrative agencies including the FRA, FTA, NTSB, FMCSA, OSHA and NITSA, as well as many state and local agencies. He has significant experience assisting clients on public procurements including responding to RFPs and filing bid protests, and on private transactions including drafting and negotiating P3 agreement documents, joint venture and teaming agreements, equipment leases and acquisitions and divestitures of company assets. Larry has negotiated collective bargaining agreements, and mediated and arbitrated many labor and employment claims during his career.

Most recently, Larry was a Vice President and Deputy General Counsel for Transdev North America, Inc. where he provided legal services concerning general corporate, labor and employment, and litigation and insurance issues and claims for Transdev’s multi-modal transportation service offerings to public authorities and private clients. Previously, Larry served as Deputy General Counsel – Corporate Affairs and High-Speed Rail for Amtrak, and before that was a Trial Attorney with the United States Department of Justice, and in private practice with a firm in Milwaukee, Wisconsin specializing in labor and employment law.
