T.J. Litwiler focuses his practice on federal railroad regulatory law. He has extensive experience representing clients in various matters before the Surface Transportation Board (and its predecessor, the Interstate Commerce Commission), including line acquisitions, abandonments and construction, mergers, trackage rights, labor protection, common carrier status and obligations, environmental reporting and agency rule making. T.J. has successfully handled the appeal of several agency decisions in federal court, and is frequently involved in matters regarding federal preemption. He also has provided in-house services on a retainer basis for several railroad clients.
