Valerie Quinn brings nearly two decades of experience in federal transportation law and regulation to Fletcher & Sippel. Before entering private practice, she spent 19 years at the Surface Transportation Board (STB), where she advanced through positions of responsibility, including working directly for two STB Chairmen, advising them on some of the agency’s most significant cases and policy initiatives.
At the STB, Valerie guided decision-making on rail mergers and acquisitions, rate disputes, competitive access, preemption issues, and other matters central to the nation’s surface transportation system. She also played a key role in shaping agency-wide policies, procedures, and strategic initiatives, giving her a deep understanding of how the Board approaches both complex cases and regulatory trends.
Valerie is based in Washington, D.C., and draws on her experience to help Fletcher & Sippel clients navigate STB proceedings and the broader regulatory landscape. Clients value her ability to translate complex regulations into clear, practical strategies that align with business objectives—whether in planning transactions, resolving disputes, or anticipating regulatory developments.
